Council Meeting Minutes — May 26, 2015

MINUTES OF THE REGULARLY SCHEDULED COUNCIL MEETING OF THE BENTON CITY COUNCIL HELD TUESDAY, MAY 26, 2015 AT 7:00 P.M. IN THE BENTON MUNICIPAL BUILDING LOCATED AT 500 WEST MAIN STREET BENTON, ILLINOIS.

MAYOR KONDRITZ CALLED THE MEETING TO ORDER AND ROLL WAS TAKEN. THOSE PRESENT WERE COMMISSIONER MOORE, COMMISSIONER WYANT, COMMISSIONER MILLER, AND MAYOR KONDRITZ. COMMISSIONER BAUMGARTE WAS ABSENT.

MAYOR KONDRITZ STATED THAT HE WOULD LIKE TO GO OUT OF ORDER ON THE AGENDA. COMMISSIONER MILLER STATED THAT THE SOFTWARE IN THE TREASURER’S OFFICE WOULD NOT HAVE TECHNICAL SUPPORT IN A SHORT TIME. COMMISSIONER MILLER ASKED MATTHEW KREUTZER FROM ZOBRIO TO COME FORWARD. MR. KREUTZER GAVE A LIVE PRESENTATION DEMONSTRATING TO THE COUNCIL HOW THE NEW SOFTWARE WOULD WORK AND THE FUNCTIONS AVAILABLE WITH THE NEW SOFTWARE. COMMISSIONER MILLER TOLD MR. KREUTZER THAT THE COUNCIL WOULD DISCUSS THE PRESENTATION AND WOULD BE IN TOUCH WITH HIM IN THE NEAR FUTURE.

COMMISSIONER MILLER MADE A MOTION TO WAIVE THE READING OF AND ACCEPT THE MINUTES OF THE MAY 11, 2015 PUBLIC HEARING AS PRESENTED. SECOND BY COMMISSIONER MOORE. VOTE WAS TAKEN. YEAS: 4. COMMISSIONER MOORE, COMMISSIONER WYANT, COMMISSIONER MILLER, AND MAYOR KONDRITZ. NAYS: 0.

IN THE ABSENCE OF COMMISSIONER BAUMGARTE, COMMISSIONER WYANT PRESENTED HIS ITEM FROM THE AGENDA. COMMISSIONER WYANT MADE A MOTION TO ALLOW THE FIRST CHRISTIAN CHURCH TO UTILIZE THE PROPERTY THAT PREVIOUSLY HOUSED LOGAN GRADE SCHOOL FOR A CELEBRATION IN JUNE. THEY ARE TO NAME THE CITY AS AN ADDITIONAL INSURED ON THEIR POLICY. SECOND BY COMMISSIONER MILLER. VOTE WAS TAKEN. YEAS: 4. COMMISSIONER WYANT MADE A MOTION TO APPROVE ORDINANCE #15-11 VACATING A PORTION OF AN ALLEY IN THE ORCHARD VIEW EDITION. SECOND BY COMMISSIONER MILLER. VOTE WAS TAKEN. YEAS: 4. COMMISSIONER MOORE, COMMISSIONER WYANT, COMMISSIONER MILLER, AND MAYOR KONDRITZ. NAYS: 0.

COMMISSIONER MOORE PRESENTED PURCHASE ORDER #002299 TO TASER INTERNATIONAL FOR TWO (2) TASERS, TWO (2) TASER HOLSTERS, TWO (2) BATTERY PACKS, AND ONE (1) DATAPORT DOWNLOAD KIT IN THE AMOUNT OF $2,228.92. COMMISSIONER MOORE PRESENTED PURCHASE ORDER #002297 MORROW BROTHERS FORD FOR 2 2016 FORD POLICE INTERCEPTORS AWD UTILITY VEHICLES IN THE AMOUNT OF $53,370.00. COMMISSIONER MOORE MADE A MOTION TO APPROVE THIS PURCHASE ORDER. SECOND BY COMMISSIONER MILLER. VOTE WAS TAKEN. YEAS: 4. COMMISSIONER MOORE, COMMISSIONER WYANT, COMMISSIONER MILLER, AND MAYOR KONDRITZ. NAYS: 0.

COMMISSIONER MOORE STATED HE WOULD LIKE TO DISCUSS ITEMS (B), (C), AND (D) IN EXECUTIVE SESSION.

COMMISSIONER MOORE STATED THAT THERE IS A SURPLUS SQUAD CAR IN THE POLICE DEPARTMENT. HE STATED THAT THE PARK HAD SHOWN INTEREST IN THIS VEHICLE. COMMISSIONER MOORE MADE A MOTION TO DONATE THE SUPLUS SQUAD CAR IN THE POLICE DEPARTMENT TO THE BENTON COMMUNITY PARK DISTRICT. SECOND BY COMMISSIONER MILLER. VOTE WAS TAKEN. YEAS: 4. COMMISSIONER MOORE, COMMISSIONER WYANT, COMMISSIONER MILLER, AND MAYOR KONDRITZ. NAYS: 0.

COMMISSIONER MOORE STATED ABBOTT EMS RECENTLY HOSTED ITS ANNUAL CLINICAL SAVE AWARDS CEREMONY AT SHRINE OF OUR LADY OF THE SNOWS BANQUET CENTER. DURING THIS CEREMONY THEY HONORED EMERGENCY MEDICAL TECHNICIANS, PARAMEDICS, AND COLLEAGUES WHO SAED THE LIVES OF RESIDENTS IN OUR COMMUNITY. COMMISSIONER MOORE STATED THAT MARK MCMANAWAY AND ERIC DAVIS FROM THE BENTON FIRE DEPARTMENT WERE BOTH HONORED AT THIS EVENT.

COMMISSIONER MILLER PRESENTED PAYROLL DATED 05/22/2015 FOR GENERAL FUND IN THE AMOUNT OF $63,711.04, FOR WATER AND SEWER IN THE AMOUNT OF $37,564.56, AND AIRPORT CARETAKER IN THE AMOUNT OF $850.00 FOR A TOTAL PAYROLL OF $102,125.60. COMMISSIONER MILLER MADE A MOTION TO APPROVE THIS PAYROLL. SECOND BY COMMISSIONER WYANT. VOTE WAS TAKEN. YEAS: 4. COMMISSIONER MOORE, COMMISSIONER WYANT, COMMISSIONER MILLER, AND MAYOR KONDRITZ. COMMISSIONER MILLER PRESENTED SEWER ADJUSTMENTS FOR MARY ORCUTT/INCLIFF OF 424 WEST MCFALL AND DORIS HEATON OF 208 WEST WEBSTER. COMMISSIONER MILLER MADE A MOTION TO APPROVE THESE SEWER ADJUSTMENTS. SECOND BY COMMISSIONER WYANT. VOTE WAS TAKEN. YEAS: 4. COMMISSIONER MOORE, COMMISSIONER WYANT, COMMISSIONER MILLER, AND MAYOR KRAFT. NAYS: 0.

COMMISSIONER MILLER PRESENTED SEWER ADJUSTMENTS SWIMMING POOL FILLS FOR DONALD EDGIN OF 515 EAST SMITH AND RICHARD PENDERGAST OF 211 ELECTION. COMMISSIONER MILLER MADE A MOTION TO APPROVE THESE SEWER ADJUSTMENTS. SECOND BY COMMISSIONER MOORE. VOTE WAS TAKEN. YEAS: 4. COMMISSIONER MOORE, COMMISSIONER WYANT, COMMISSIONER MILLER, AND MAYOR KRAFT. NAYS: 0.

ATTORNEY TOM MALKOVICH TOLD THE COUNCIL THAT HE WAS CURRENTLY WORKING ON GETTING THE BID SPECIFICATIONS FOR THE TRASH SERVICE COMPLETED.

MAYOR KONDRITZ STATED THAT HE WOULD LIKE TO LOOK INTO REPLACING THE LIGHT STANDARDS AT MALKOVICH PARK. MAYOR KONDRITZ STATED HE BELIEVED THIS PROJECT COULD BE FUNDED BY PRIVATE DONATIONS. COMMISSIONER MILLER MADE A MOTION TO ALLOW MAYOR KONDRITZ TO LOOK INTO REPLACING THE LIGHT STANDARDS AT MALKOVICH PARK. SECOND BY COMMISSIONER WYANT. VOTE WAS TAKEN. YEAS: 4. COMMISSIONER MOORE, COMMISSIONER WYANT, COMMISISONER MILLER, AND MAYOR KONDRITZ.

MAYOR KONDRITZ STATED THAT HE WOULD LIKE TO SEE SOME IMPROVEMENTS IN THE PROPERTY AND BUILDING CLEAN UP AT TWIN OAKS AND LAKE BENTON. COMMISSIONER WYANT MADE A MOTION TO BEGIN PROPERTY AND BUILDING CLEANUP AT LAKE BENTON AND THE TWIN OAKS PROPERTY. SECOND BY COMMISSIONER MOORE. VOTE WAS TAKEN. YEAS: 4. COMMISSIONER MOORE, COMMISSIONER WYANT, COMMISSIONER MILLER, AND MAYOR KONDRITZ. NAYS: 0.

MAYOR KONDRITZ STATED THAT HE WOULD LIKE THE SIGN AT THE WEST ENTRANCE TO BENTON AND THE SIGN AT TWIN OAKS TO BE REPAINTED. COMMISSIONER MILLER STATED THAT THE SIGN ON THE WEST ENTERANCE TO BENTON WAS OWNED BY THE CHAMBER OF COMMERCE AND ANY IMPROVEMENTS WOULD NEED TO BE OKAYED BY THEM. COMMISSIONER MILLER MADE A MOTION TO EITHER REFUBISH OR GET A NEW SIGN AT TWIN OAKS. SECOND BY COMMISSIONER WYANT. VOTE WAS TAKEN. YEAS: 4. COMMISSIONER MOORE, COMMISSIONER WYANT, COMMISSIONER MILLER, AND MAYOR KONDRITZ. NAYS: 0.

MAYOR KONDRITZ STATED THAT HE WAS WANTING SOME INFORMATION ON DRUG TESTING OF CITY EMPLOYEES. THE COUNCIL INFORMED MAYOR KONDRITZ THAT HE WAS IN CHARGE OF SETTING UP DRUG TESTING.

MAYOR KONDRITZ STATED THAT HE HAD RECEIVED A COMPLAINT OF SPEEDING ON HUDELSON STREET. COMMISSIONER MOORE STATED THAT HE WOULD MAKE A POLICE PRESENCE MORE KNOWN ON HUDELSON STREET.

UNDER MISCELLANEOUS BUSINESS, ATTORNEY MALKOVICH STATED THAT HE WOULD LIKE A TITLE SEARCH ON THE LOGAN SCHOOL AND HUDELSON STREET PROPERTIES THE CITY HAS ACQUIRED. COMMISSIONER MILLER MADE A MOTION TO ALLOW FRANKLIN COUNTY TITLE TO DO A TITLE SEARCH ON THESE PROPERTIES. SECOND BY COMMISSIONER MOORE. VOTE WAS TAKEN. YEAS: 4. COMMISSIONER MOORE, COMMISSIONER WYANT, COMMISSIONER MILLER, AND MAYOR KONDRITZ. NAYS: 0.

NO OLD BUSINESS.

UNDER NEW BUSINESS, MAYOR KONDRITZ STATED HE WOULD LIKE AN UPDATE ON THE LOG CABIN BUILDING. ZONING ADMINISTRATOR PAULA GALLOWAY STATED THAT A NEW ROOF HAS BEEN INSTALLED AS WELL AS AN UPDATE ON THE HEATING AND AIR. SHE STATED THE BUILDING STILL HAD ISSUES WITH THE EAST WALL AND FLOORING. COMMISSIONER MILLER MADE A MOTION FOR COMMISSIONER BAUMGARTE TO SEAK BIDS FOR THESE REPAIRS. SECOND BY COMMISSIONER WYANT. VOTE WAS TAKEN. YEAS: 4. COMMISSIONER MOORE, COMMISSIONER WYANT, COMMISSIONER MILLER, AND MAYOR KONDRITZ. NAYS: 0.

IN MATTERS FROM THE PUBLIC AUDIENCE, JULIE PAYNE HUBLER STATED SHE BELIEVED WE NEEDED MANY UPDATES AT TWIN OAKS AS IT COULD BE AN ASSET FOR THE CITY OF BENTON. MS. HUBLER ALSO STATED THAT SHE HAS HAD ISSUES WITH OUR CURRENT DISPATCH UNIT AND IS HOPING THE CITY WILL DO SOMETHING ABOUT THIS.

ALSO IN MATTERS FROM THE PUBLIC AUDIENCE, JACK SCHANZ MENTIONED THAT THERE ARE THREE HOUSES IN TOWN THAT NEED TO BE CLEANED UP. THE ADDRESSES WERE 213 SOUTH POPE, 1201 SOUTH POPE, AND 440 WEST CHURCH. PAULA GALLOWAY UPDATED THE COUNCIL ON WHERE SHE WAS WITH THESE HOUSES.

MAYOR KONDRITZ STATED THAT HE HAD RECEIVED A MESSAGE THAT MADE HIM VERY PROUD. HE STATED AN UNKNOWN CALLER HAD LEFT A MESSAGE STATING THAT THE CITY OF BENTON LOOKED VERY NICE WITH ALL THE FLAGS OUT FOR MEMORIAL DAY. MAYOR KONDRITZ STATED THAT HE WOULD LIKE TO COMMEND ALL THE VOLUNTEERS THAT TOOK TIME TO HELP MAKE BENTON LOOK NICE FOR THE HOLIDAY.
