MINUTES OF THE REGULAR BENTON CITY COUNCIL MEETING HELD MONDAY OCTOBER 13, 2014 AT 7:00 P.M. IN THE BENTON MUNICIPAL BUILDING LOCATED AT 500 WEST MAIN STREET, BENTON, ILLINOIS.

MAYOR KRAFT CALLED THE MEETING TO ORDER. THOSE PRESENT WERE COMMISSIONER BAUMGARTE, COMMISSIONER WYANT, COMMISSIONER BURNETT, COMMISSIONER MILLER, AND MAYOR KRAFT.

MAYOR KRAFT STATED THE COUNCIL WOULD BE GOING OUT OF ORDER ON THE AGENDA. HE ASKED THE REPRESENTATIVES FROM EXTANET TO PROVIDE THEIR PRESENTATION. THE REPRESENTATIVES STATED THAT EXTANET WOULD LIKE TO SET UP A FIBER OPTIC SYSTEM WITHIN THE CITY OF BENTON. THE REPRESENTATIVES PROVIDED THE COUNCIL WITH INFORMATION ON THEIR COMPANY AND INFORMATION ON WHAT THEY WOULD LIKE TO DO AND HOW THIS WOULD BE DONE WITHIN THE CITY OF BENTON. THE FIBER OPTICS WOULD BE PLACED OVERHEAD AS WELL AS UNDERGROUND. COMMISSIONER BAUMGARTE STATED THAT HE WOULD LIKE TO MEET WITH THE COMPANY BEFORE THIS PROCESS BEGINS.

ALSO, THE LADIES AUXILIARY WAS ASKED TO COME BEFORE THE COUNCIL. FREDA BROADWAY INTRODUCED THE LADIES AS JANA HART, KAREN PINSON, MAUREEN SANDERS, JACKIE WYSKIEL, JENNIFER, BEVERLY SMITH, AND NORMA SHOCKLEY. MAYOR KRAFT PRESENTED THE LADIES WITH A CHECK FOR $1,000.00 TO ASSIST IN PURCHASING NEW FLAGS AND BRACKETS TO HOLD THE FLAGS PLACED THROUGHOUT THE CITY DURING HOLIDAYS.

MAYOR KRAFT STATED THAT THE COUNCIL WOULD GO BACK INTO THE ORDER OF THE AGENDA.

COMMISSIONER MILLER MADE A MOTION TO WAIVE THE READING OF AND APPROVE THE MINUTES FROM THE SEPTEMBER 22, 2014 REGULAR MEETING. SECOND BY COMMISSIONER BURNETT. VOTE WAS TAKEN: YEAS: 5. COMMISSIONER BAUMGARTE, COMMISSIONER WYANT, COMMISSIONER BURNETT, COMMISSIONER MILLER, AND MAYOR KRAFT. NAYS: 0.

COMMISSIONER BAUMGARTE PRESENTED PURCHASE ORDER #002251 FOR A SCREW CONVEYOR DRIVE SHAFT AND A BABBITED WALL BEARING IN THE AMOUNT OF $1,241.00 TO BE ORDERED FROM ENVIRONMENTAL RESOURCES INC. COMMISSIONER BAUMGARTE PRESENTED PURCHASE ORDER #002575 TO REPAIR AND LINE A SEWER MANHOLE ON WEST WEBSTER STREET AND TO REPAIR A LEAK IN THE BOWLING ALLEY ROAD WET WELL IN THE AMOUNT OF $2,995.00 TO BE PAID TO SPECTRA TECH. COMMISSIONER WYANT PRESENTED THE COUNCIL WITH A BID FROM ERWIN BUILDERS INC. FOR A SALT SHED WITH DIMENSIONS OF 18’ X 25’-6” X 16’6”. THIS BID WAS IN THE AMOUNT OF $14,948.00. THIS WOULD BE NEW CONSTRUCTION TO HOUSE THE SALT USED ON THE ROADS DURING THE WINTER MONTHS. COMMISSIONER WYANT MADE A MOTION TO ACCEPT THIS BID FROM ERWIN BUILDERS IN THE AMOUNT OF $14,948.00. COMMISSIONER WYANT MADE A MOTION TO PAY D&S TREE SERVICE $1,500.00 TO TRIM OAK TREES AT 305 S WARD AND 1010 S LICKLITER. COMMISSIONER WYANT STATED THAT THESE ARE DISEASED TREES THAT HAVE DIED. COMMISSIONER WYANT MADE A MOTION TO HAVE ATTORNEY MALKOVICH WRITE AN ORDINANCE FOR A 2-WAY STOP SIGN AT THE INTERSECTION OF EADS AND SCOTT STREET FOR THE NORTH AND SOUTH BOUND TRAFFIC ON EADS STREET. HE STATED THAT THE SCHOOL TRAFFIC IS HEAVY THROUGH THAT AREA AND THERE HAVE ALMOST BEEN A FEW ACCIDENTS IN THAT AREA. SECOND BY COMMISSIONER BURNETT. VOTE WAS TAKEN. YEAS: 5. COMMISSIONER WYANT MADE A MOTION TO HAVE ATTORNEY MALKOVICH WRITE AN ORDINANCE FOR A 20-MPH SPEED LIMIT SIGN ON SCOTT STREET ON SOUTH MCLEANSBORO STREET TO WILSON. THERE IS A LOT OF SCHOOL TRAFFIC ON THIS STREET AND COMMISSIONER WYANT STATED HE HAS RECEIVED LOTS OF CALLS ON THE SPEED ON THAT STREET. SECOND BY COMMISSIONER BAUMGARTE. VOTE WAS TAKEN. YEAS: 5. COMMISSIONER BURNETT PRESENTED THE FIRE DEPARTMENT REPORT FOR SEPTEMBER 22, 2014 THROUGH OCTOBER 13, 2014. THE FIRE DEPARTMENT RESPONDED TO 10 INCIDENTS WHICH. ALL FIRE TRUCKS ARE IN SERVICE. ENGINE #803 HAS JUST BEEN PAINTED AND IS USABLE IN TOWN AT THIS POINT. FIRE HYDRANT TESTING IS ONGOING. THE STORM SIRES HAVE BEEN REPROGRAMMED.

COMMISSIONER BURNETT PRESENTED THE POLICE DEPARTMENT REPORT FOR SEPTEMBER 19, 2014 THROUGH OCTOBER 8, 2014. THE DEPARTMENT HANDLED A TOTAL OF 247 DISPATCH CALLS FOR SERVICE. THESE INCLUDED 15 TRAFFIC ACCIDENTS AND 20 TRAFFIC STOPS, 15 DOMESTIC DISPUTES, 11 THEFT REPORTS, AND SEVERAL OTHER CALLS FOR SERVICE. THE DEPARTMENT COMPLETED A TOTAL OF 62 WRITTEN REPORTS.

COMMISSIONER BURNETT PRESENTED PURCHASE ORDER #002036 FOR THE FIRE DEPARTMENT FOR STORM SIREN CHARGING SYSTEM REPLACEMENT DUE TO POWER SURGE IN THE AMOUNT OF $828.90. SECOND BY COMMISSIONER WYANT. COMMISSIONER MILLER MADE A MOTION TO APPROVE PAYROLL FOR 10/10/2014, TOTAL GENERAL FUND PAYROLL OF $56,307.94, WATER AND SEWER OF $50,091.08, FOR A TOTAL PAYROLL OF $106,399.02. COMMISSIONER MILLER MADE A MOTION TO APPROVE THESE APPLICATIONS FOR SEWER ADJUSTMENT. SECOND BY COMMISSIONER BURNETT. VOTE WAS TAKEN. YEAS: 5. COMMISSIONER MILLER STATED THE COUNCIL WOULD TABLE THE SEWER ADJUSTMENT FROM SHANE SIEVEKING OF 601 JOPLIN UNTIL FURTHER CLARIFICATION CAN BE MADE ON THIS LOSS.

COMMISSIONER MILLER STATED THAT THE AUDIT TEAM HAD PRESENTED THE COMPLETE AUDIT TO THE CITY AND THIS WAS AVAILABLE FOR REVIEW IN THE CLERK’S OFFICE. COMMISSIONER MILLER STATED THAT A TIME WOULD BE SET UP WHERE THE AUDIT FIRM WILL COME AND GO OVER THE AUDIT FINDINGS WITH THE COUNCIL.

COMMISSIONER MILLER STATED THAT THIS YEAR HALLOWEEN WILL FALL ON A FRIDAY. COMMISSIONER MILLER MADE A MOTION TO SET TRICK OR TREAT HOURS FROM 5 P.M. TO 8 P.M. ON FRIDAY, OCTOBER 31, 2014. ATTORNEY MALKOVICH STATED THAT THE COUNCIL WOULD FIND A LETTER AGREEMENT BETWEEN THE CITY OF BENTON AND NOVACARE IN THEIR PACKETS. HE STATED THAT THIS WAS CONCERNING EMPLOYMENT, PRE-EMPLOYMENT, AND RETURN TO WORK TESTING. ATTORNEY MALKOVICH RECOMMENDED HAVING ANOTHER CONVERSATION WITH NOVACARE ON THIS AGREEMENT. COMMISSIONER WYANT MADE A MOTION TO HAVE A MEETING WITH NOVACARE TO DISCUSS THE LETTER AGREEMENT BETWEEN THEM AND THE CITY. SECOND BY COMMISSIONER BURNETT. VOTE WAS TAKEN. YEAS: 5. MAYOR KRAFT STATED THAT THE CHAMBER HAS CONTACTED HIM STATING THEY DO NOT HAVE VOLUNTEERS AND WOULD LIKE THE CITY OF BENTON TO PLACE THE CHRISTMAS DECORATIONS AROUND THE CITY OF BENTON THIS YEAR. MAYOR KRAFT STATED THAT HE HAD SPOKEN WITH COMMISSIONER BAUMGARTE AND COMMISSIONER WYANT AND THEY HAVE BOTH AGREED TO SUPPLY MAN POWER TO HELP WITH THE DECORATIONS.

MAYOR KRAFT STATED THAT AT THE LAST MEETING THE COUNCIL HAD SPOKEN ABOUT A SALARY INCREASE FOR THE NEXT COUNCIL AND MADE A MOTION TO HAVE AN ORDINANCE DRAWN UP FOR THIS. COMMISSIONER BURNETT MADE A MOTION TO ACCEPT ORDINANCE 14-09 INCREASING SALARIES FOR THE INCOMING CITY COUNCIL. SECOND BY COMMISSIONER WYANT. VOTE WAS TAKEN. YEAS: 4. HE STATED THAT HE WOULD LIKE TO PROCLAIM THE MONTH OF OCTOBER AS LONG TERM CARE RESIDENTS RIGHTS MONTH. UNDER OLD BUSINESS, COMMISSIONER MILLER STATED THAT ON FRIDAY, 10/17/2014, THERE WILL BE A FLU CLINIC AT CITY HALL FROM 9 A.M. TO 11 A.M. FLU SHOTS WILL BE AVAILABLE FOR $25.00.

UNDER NEW BUSINESS COMMISSIONER MILLER STATED THAT EVERYONE SHOULD HAVE RECEIVED A FLYER ON AN UPCOMING SEMINAR FROM ICRMT IN FAIRVIEW HEIGHTS ON OCTOBER 21, 2014. COMMISSIONER MILLER MADE A MOTION TO SEND CITY CLERK BROOK CRAIG TO THIS SEMINAR WHICH IS FREE OF CHARGE OTHER THAN MILEAGE. SECOND BY COMMISSIONER WYANT. VOTE WAS TAKEN. YEAS: 5. HE STATED THAT HE WOULD LIKE TO USE THE FIRST PARKING STALL IN THE CITY PARKING LOT ON WEST MAIN STREET TO HOUSE THIS MARKER. MAYOR KRAFT ASKED THE COUNCIL IF THEY WERE OKAY WITH THIS. MAYOR KRAFT ALSO ASKED COMMISSIONER WYANT IF HIS MEN COULD HAVE THIS MARKER SET BY NOVEMBER 7, 2014. COMMISSIONER WYANT STATED THAT THEY COULD DO THIS. COMMISSIONER WYANT MADE A MOTION TO SET THE VETERAN’S MEMORIAL MARKER IN THE FIRST PARKING STALL IN THE CITY’S PARKING LOT ON WEST MAIN STREET AND MAPLE. SECOND BY COMMISSIONER MILLER. COMMISSIONER BAUMGARTE STATED THAT HE HAD A PLAQUE TO GIVE TOM CARTER. MR. CARTER WAS NOT PRESENT AT THE MEETING TO RECEIVE HIS PLAQUE. THE PLAQUE WAS ENGRAVED WITH THE WORDS “IN RECOGNITION OF 30 YEARS OF DEDICATED SERVICE TO THE CITY OF BENTON WASTEWATER TREATMENT FACILITY”.
