City Council Meeting Minutes — November 9, 2015

MINUTES OF THE REGULAR BENTON CITY COUNCIL MEETING HELD MONDAY NOVEMBER 9, 2015 AT
6 P.M. IN THE BENTON MUNICIPAL BUILDING LOCATED AT 500 WEST MAIN STREET, BENTON, ILLINOIS.

MAYOR KONDRITZ CALLED THE MEETING TO ORDER. THOSE PRESENT WERE COMMISSIONER MOORE, COMMISSIONER BAUMGARTE, COMMISSIONER WYANT, COMMISSIONER MILLER, AND MAYOR KONDRITZ.

COMMISSIONER MILLER MADE A MOTION TO WAIVE THE READING OF AND ACCEPT THE MINUTES OF THE OCTOBER 26, 2015 REGULAR COUNCIL MEETING AS PRESENTED. SECOND BY COMMISSIONER WYANT. VOTE WAS TAKEN. YEAS: 4. COMMISSIONER MOORE STATED THAT THE FIRE DEPARTMENT CHIEF’S REPORT HAD BEEN PLACED IN THE COUNCIL’S PACKETS FOR REVIEW.

COMMISSIONER MOORE STATED THAT THERE WAS SOME INTEREST BETWEEN THE POLICE AND FIRE DEPARTMENTS REGARDING PLACING “IN GOD WE TRUST” DECALS ON THE POLICE AND FIRE VEHICLES. COMMISSIONER MOORE STATED THAT IF THIS WAS APPROVED, THERE WOULD BE NO COST TO THE CITY. AFTER A DISCUSSION WAS HELD, COMMISSION MOORE MADE A MOTION TO TABLE THIS ITEM. COMMISSIONER MILLER PRESENTED PURCHASE ORDER #001005 FROM THE ZONING DEPARTMENT FOR AN NFPA HANDBOOK, ICC PDF COLLECTION, AND IML PUBLICATIONS IN THE AMOUNT OF $939.00. SECOND BY COMMISSIONER WYANT. COMMISSIONER MILLER PRESENTED PAYROLL DATED 11/06/15 FOR GENERAL FUND IN THE AMOUNT OF $55,425.12, WATER AND SEWER DEPARTMENT IN THE AMOUNT OF $29,165.73, AND AUXILIARY POLICE IN THE AMOUNT OF $1,360.70 FOR A TOTAL PAYROLL OF $85,951.55. COMMISSIONER MILLER MADE A MOTION TO APPROVE THIS PAYROLL. SECOND BY COMMISSIONER WYANT. VOTE WAS TAKEN. YEAS: 5. COMMISSIONER MILLER PRESENTED SEWER ADJUSTMENTS FOR RICKEY GRAMMAR OF 612 NORTH WARD AND TETERRAN YAKUBINIS OF 1106 SOUTH LICKLITER, LOT 32. COMMISSIONER MILLER MADE A MOTION TO APPROVE BOTH OF THESE SEWER ADJUSTMENTS AS THEY MEET THE CRITERIA LISTED IN THE ORDINANCE. SECOND BY COMMISSIONER MOORE. VOTE WAS TAKEN. YEAS: 5. COMMISSIONER MILLER STATED THAT THE CITY HAS A PIECE OF PROPERTY WHERE THE HOUSE HAS BEEN DEMOLISHED. GERALD OWENS CONTACTED THE CITY AND SAID HE CAN SELL THE LOT AND THE CITY WILL PROFIT $500.00. THE CITY CURRENTLY HAS A LIEN ON THIS PIECE OF PROPERTY THAT IS 20 YEARS OLD. COMMISSIONER MILLER MADE A MOTION TO RELEASE THE LIEN for $500.00. SECOND BY COMMISSIONER BAUMGARTE. VOTE WAS TAKEN. COMMISSIONER MILLER STATED THAT THE ANNUAL FINANCIAL AUDIT HAS BEEN AVAILABLE IN THE CITY CLERK’S OFFICE FOR A FEW WEEKS. COMMISSIONER MILLER MADE A MOTION TO APPROVE THE 2015 AUDIT FROM GRAY, HUNTER, STENN. SECOND BY COMMISSIONER WYANT. VOTE WAS TAKEN. YEAS: 5. COMMISSIONER MILLER STATED HE WAS TABLING ITEM (E) DISCUSSION AND/OR APPROVAL OF VA REPRESENTATIVE’S CONTRACT.

COMMISSIONER MILLER MADE A MOTION TO FINISH THE LIGHTING PROJECT AT INDUSTRIAL PARK II FOR A COST OF $8,690.00 PLUS $19.33 PER MONTH PER LIGHT INSTALLED. SECOND BY COMMISSIONER WYANT. VOTE WAS TAKEN. MAYOR KONDRITZ STATED HE WOULD LIKE AN UPDATE ON THE UPDATED CITY MAP FROM SHAWNEE PROFESSIONALS. COMMISSIONER WYANT STATED THAT HE SPOKE WITH SHAWNEE PROFESSIONALS THIS WEEK REGARDING THE UPDATING OF THE CITY MAP. COMMISSIONER WYANT STATED THAT THEY ARE ONLY WAITING ON UPDATED ALLEY AND STREET CLOSURES FROM THE ZONING OFFICIAL IN ORDER TO COMPLETE THIS MAP. COMMISSIONER MILLER MADE A MOTION TO MOVE FORWARD GETTING INFORMATION TO SHAWNEE PROFESSIONALS FOR THE UPDATED CITY MAP. SECOND BY COMMISSIONER WYANT. VOTE WAS TAKEN. YEAS: 5. MAYOR KONDRITZ READ A PROCLAMATION FOR NURSE PRACTITIONERS WEEK PROCLAIMING NOVEMBER 8, 2015 THROUGH NOVEMBER 14, 2015 AS NATIONAL NURSE PRACTIONERS WEEK IN THE CITY OF BENTON, ILLINOIS. COMMISSIONER BAUMGARTE MADE A MOTION TO APPROVE THIS PROCLAMATION. SECOND BY COMMISSIONER MOORE. VOTE WAS TAKEN. YEAS: 5. MAYOR KONDRITZ STATED THAT ITEM (E) DISCUSSION AND/OR APPROVAL OF CONTINUING NEGOTIATIONS FOR PURCHASE OF NEW CITY HALL AND/OR POLICE DEPARTMENT LOCATIONS, WOULD BE DISCUSSED IN EXECUTIVE SESSION.

NO MISCELLANEOUS BUSINESS.

UNDER OLD BUSINESS, COMMISSIONER MILLER STATED THAT IN THE FLU CLINIC HELD AT THE BENTON CITY HALL IN OCTOBER, THERE WERE 23 INDIVIDUALS VACCINATED DURING A 2 HOUR PERIOD AND THAT THE PHARMACY CONDUCTING THE FLU CLINIC CONSIDERED THIS TO BE A SUCCESSFUL CLINIC. ALSO UNDER OLD BUSINESS, COMMISSIONER BAUMGARTE STATED THAT HE WAS CURRENTLY DEALING WITH THE EPA ON THE NEW WASTEWATER TREATMENT PLANT.

UNDER MATTERS FROM THE PUBLIC AUDIENCE, TOM CARTER ASKED IF THE CITY WAS CURRENTLY WORKING ON A “LIGHT DUTY” POLICY. COMMISSIONER MILLER STATED THAT A SAFETY COMMITTEE HAS BEEN FORMED AND THEY ARE LOOKING INTO THIS RECOMMENDATION. ALSO UNDER MATTERS FROM THE PUBLIC AUDIENCE, JULIE PAYNE HUBLER STATED THAT IF THE CITY VACATES THIS BUILDING, SHE WOULD LIKE TO SEE SOMETHING RETAIL TAKE OVER.

COMMISSIONER MILLER MADE A MOTION TO GO INTO EXECUTIVE SESSION FOR:
