MINUTES OF THE REGULAR BENTON CITY COUNCIL MEETING HELD MONDAY, APRIL 28, 2014 AT 7:00 P.M. IN THE BENTON MUNICIPAL BUILDING LOCATED AT 500 WEST MAIN STREET, BENTON, ILLINOIS.

MAYOR KRAFT CALLED THE MEETING TO ORDER AND DIRECTED ROLL TO BE CALLED. THOSE PRESENT WERE COMMISSIONER WYANT, COMMISSIONER BURNETT, COMMISSIONER MILLER, AND MAYOR KRAFT. COMMISSIONER BAUMGARTE WAS ABSENT.

COMMISSIONER MILLER MADE A MOTION TO WAIVE THE READING OF AND APPROVE THE MINUTES FROM THE APRIL 14, 2014 REGULAR MEETING. SECOND BY COMMISSIONER WYANT. VOTE WAS TAKEN. YEAS: 4. COMMISSIONER WYANT, COMMISSIONER BURNETT, COMMISSIONER MILLER, AND MAYOR KRAFT. NAYS: 0.

MAYOR KRAFT WENT OUT OF ORDER ON THE AGENDA TO PRESENT THE MOTOR CYCLE AWARENESS PROCLAMATION. A REPRESENTATIVE OF LEATHER AND LACE MOTORCYCLE CLUB WAS HERE AND MAYOR KRAFT PRESENTED THEM WITH THE PROCLAMATION.

COMMISSIONER WYANT PRESENTED A PURCHASE ORDER ON BEHALF OF COMMISSIONER BAUMGARTE. COMMISSIONER WYANT MADE A MOTION TO ACCEPT PURCHASE ORDER #002570 TO HD SUPPLY FOR 24 I PEARL METERS IN THE AMOUNT OF $3,000.00. SECOND BY COMMISSIONER MILLER. VOTE WAS TAKEN. YEAS: 4. COMMISSIONER WYANT MADE A MOTION TO HIRE TEMPORARY EMPLOYEE JOHN JOSEPH MIKLOS FOR 120 DAYS AT 40 HOURS PER WEEK. SECOND BY COMMISSIONER BURNETT. VOTE WAS TAKEN. YEAS: 4. COMMISSIONER WYANT, COMMISSIONER BURNETT, COMMISSIONER MILLER, AND MAYOR KRAFT. NAYS: 0.

COMMISSIONER BURNETT PRESENTED THE POLICE DEPARTMENT REPORT. DURING THE PERIOD OF APRIL 10, 2014 THROUGH APRIL 23, 2014 THE BENTON POLICE DEPARTMENT HANDLED A TOTAL OF 180 DISPATCH CALLS FOR SERVICE INCLUDING 7 TRAFFIC ACCIDENTS, 21 TRAFFIC STOPS, 11 DOMESTIC DISPUTES, 11 DISORDERLY CONDUCT CALLS, 6 THEFT REPORTS, AND SEVERAL OTHER CALLS FOR SERVICE. THE DEPARTMENT COMPLETED A TOTAL OF 49 WRITTEN REPORTS TO INCLUDE 12 INVESTIGATIONS CONDUCTED BY INVESTIGATORS.

COMMISSIONER BURNETT PRESENTED THE FIRE DEPARTMENT REPORT. DURING THE PERIOD OF APRIL 14, 2014 THROUGH APRIL 28, 2014 THE BENTON FIRE DEPARTMENT HANDLED 4 FIRST RESPONDER/SERVICE CALLS, 1 FALSE ALARM, 2 MOTOR VEHICLE ACCIDENTS, AND 2 STRUCTURE FIRES FOR A TOTAL OF 9 CALLS. ALL ENGINES ARE IN SERVICE AT THIS TIME. COMMISSIONER BURNETT STATED THAT CHIEF SEAN FAIRES HAS BEEN WORKING ON A FIRE FIGHTER RULES AND REGULATIONS HANDBOOK. COMMISSIONER BURNETT SAID CHIEF FAIRES HAD DONE A GOOD JOB ON THE HANDBOOK AND THAT HE WOULD LEAVE IT IN THE CITY CLERK’S OFFICE FOR REVIEW BY THE COUNCIL MEMBERS. COMMISSIONER BURNETT STATED THAT CHIEF FAIRES IS STILL WORKING WITH WATER AND SEWER SUPERINTENDENT STEVE SHOULTZ ON CREATING A SCHEDULE FOR TESTING FIRE HYDRANTS.

COMMISSIONER BURNETT MADE A MOTION TO APPROVE THE DISPATCH AGREEMENT WITH FRANKLIN COUNTY. THE ANNUAL PRICE WILL BE $115,000 PAYABLE IN MONTHLY INSTALLMENTS. THE AGREEMENT STATES THAT THE FEES SHALL BE RENEGOTIATED PRIOR TO MAY 1, 2015 BY PARTIES. COMMISSIONER BURNETT STATED THAT EITHER PARTY CAN LEAVE THE AGREEMENT WITH A 90-DAY NOTICE. COMMISSIONER MILLER DISCUSSED GOV PAY NET. THIS SERVICE WOULD ALLOW CUSTOMERS TO PAY FOR BILLS, PERMITS, ETC. WITH A CREDIT/DEBIT CARD. THERE IS NO COST TO THE CITY FOR THIS SERVICE; ALL COSTS WOULD BE PASSED ON TO THE CUSTOMER.

MAYOR KRAFT REQUESTED REAPPOINTING VICKIE COCKRUM RETROACTIVE TO 07/28/2006, 07/28/2009, AND 07/28/2012. MOTION TO APPROVE THIS APPOINTMENT WAS MADE BY COMMISSIONER MILLER.
