Council Meeting Minutes — April 25, 2016

MINUTES OF THE REGULARLY SCHEDULED COUNCIL MEETING OF THE BENTON CITY COUNCIL HELD MONDAY APRIL 25, 2016 AT 6:00 P.M. IN THE BENTON MUNICIPAL BUILDING LOCATED AT 500 WEST MAIN STREET BENTON, ILLINOIS.

MAYOR KONDRITZ CALLED THE MEETING TO ORDER AND ROLL WAS TAKEN. THOSE PRESENT WERE COMMISSIONER BAUMGARTE, COMMISSIONER WYANT, COMMISSIONER STOREY, COMMISSIONER MILLER AND MAYOR KONDRITZ.

MAYOR KONDRITZ STATED THAT WE WOULD BE GOING OUT OF ORDER OF THE AGENDA. MAYOR KONDRITZ READ A PROCLAMATION PROCLAIMING MAY 7, 2016 AS “RED” SHOCKLEY DAY IN THE CITY OF BENTON. MAYOR KONDRITZ PRESENTED THE PROCLAMATION TO THE SHOCKLEY FAMILY. COMMISSIONER MILLER MADE A MOTION TO ACCEPT THE PROCLAMATION PROCLAIMING MAY 7, 2016 AS “RED” SHOCKLEY DAY. MAYOR KONDRITZ ASKED ROB TOLINI OF CLEARWAVE COMMUNICATIONS TO GIVE A PRESENTATION TO THE COUNCIL. MR. TOLINI EXPLAINED THE SERVICES HIS COMPANY COULD PROVIDE AT THE NEW CITY HALL. HE ASKED IF THERE WERE ANY QUESTIONS OF THE COUNCIL OR THE AUDIENCE. COMMISSIONER MILLER THANKED MR. TOLINI AND STATED THAT A DISCUSSION REGARDING THIS SUBJECT WOULD BE HELD AT A LATER DATE.

COMMISSIONER MILLER MADE A MOTION TO APPROVE PURCHASE ORDER #001024 TO HEARTLAND OFFICE SUPPLY FOR 25 FORTRESS RIVETED STEEL SHELVES IN THE AMOUNT OF $4,064.75. COMMISSIONER MILLER STATED THAT THESE WERE FOR THE NEW CITY HALL AND THAT THEY WERE BEING PURCHASED NOW AS THEY WERE ON SALE AND SAVING THE CITY $100.00 PER SHELVE. SECOND BY COMMISSIONER BAUMGARTE. MAYOR KONDRITZ STATED THAT THE COUNCIL HAD BEEN GIVEN 2 PROPOSALS FOR MOSQUITO CONTROL IN THEIR PACKETS. ONE PROPOSAL WAS FROM WILLIAM KELLEY AND THE OTHER PROPOSAL WAS FROM M.O.S.T. COMMISSIONER STOREY MADE A MOTION TO ACCEPT THE PROPOSAL OF M.O.S.T. FOR A TERM OF 1 YEAR WITH A COST OF $8,100.00. SECOND BY COMMISSIONER BAUMGARTE. VOTE WAS TAKEN. YEAS: 4. MAYOR KONDRITZ READ A MEMO REGARDING A TIRE RECYCLING DRIVE. COMMISSIONER MILLER MADE A MOTION TO HOLD A TIRE RECYCLING DRIVE ON MAY 14, 2016 AND MAY 28, 2016 THROUGH EARTH SERVICES. UNDER OLD BUSINESS, COMMISSIONER MILLER MADE A MOTION TO APPROVE THE CONTRACT OF POLICE CHIEF KYLE MELVIN FOR A TERM OF 1 YEAR AT A RATE OF $65,000.00. SECOND BY COMMISSIONER STOREY. VOTE WAS TAKEN. IN MATTERS FROM THE PUBLIC AUDIENCE, ROCKY MORRIS STATED HE WOULD LIKE AN UPDATE AS TO IF A DECISION HAD BEEN MADE ON THE CITY SPONSORING A FENCE AT THE AIRPORT. MR. MORRIS WAS TOLD THAT THE COUNCIL HAD UNTIL OCTOBER TO MAKE A DECISION. NELSON ENRIETTO WANTED TO STATE THAT HE THOUGHT THE CITY HAD BEEN DOING A GOOD JOB CLEANING UP. JULIE PAYNE HUBLER ASKED FOR AN UPDATE ON THE SCOUT CABIN. MAYOR KONDRITZ STATED THAT BILL SMITH IS IN THE PROCESS OF TAKING THE BUILDING DOWN.
