Second by Commissioner Cockrum.<\/p>\n<p>&nbsp;<\/p>\n<h4>Vote:<\/h4>\n<p>Yeas (4): Cockrum, Storey, Kays, Mayor Messersmith Nays (0)<\/p>\n<p>Abstain (1): Garavalia Motion carried.<\/p>\n<h1><strong>Commissioner Reports<\/strong><\/h1>\n<h4><strong>Public Property &#8211; Commissioner Storey<\/strong><\/h4>\n<ul>\n<li><em>No<\/em> <em>purchase<\/em> <em>orders<\/em> <em>or<\/em> <em>updates<\/em><\/li>\n<\/ul>\n<p><em>\u00a0<\/em><\/p>\n<h4>Mowing Bids (City Property &amp; Nuisance Yards):<\/h4>\n<p><em>Commissioner Storey requested to table discussion to review the current contract and explore assigning specific properties while separately bidding nuisance yards.<\/em><\/p>\n<p><em>Attorney Malkovich advised tabling would allow time to review the contract terms.<\/em><\/p>\n<p><em>\u00a0<\/em><\/p>\n<p><em>Motion to table by Commissioner Storey. Motion carried.<\/em><\/p>\n<p><em>\u00a0<\/em><\/p>\n<h4><strong>Water Barn Demolition:<\/strong><\/h4>\n<p><em>Commissioner Storey reported the structure is in poor condition and recommended demolition. Water Department staff will complete demolition with dumpsters ordered as needed.<\/em><\/p>\n<p><em>Motion to begin demolition of the water barn by Commissioner Storey. <\/em><em>Second by Commissioner Kays.<\/em><\/p>\n<p><em>\u00a0<\/em><\/p>\n<p><strong>Vote: <\/strong><em>Yeas (5), Nays (0). He discussed:<\/p>\n<ul>\n<li>Age and maintenance history of the apparatus<\/li>\n<li>Increasing repair costs and parts availability challenges<\/li>\n<li>Long manufacturer lead times (up to four years)<\/li>\n<li>Benefits to ISO rating and insurance savings<\/li>\n<li>Potential reserve placement on the east side of town due to railroad access concerns<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p>Commissioner Garavalia made a motion to begin the process of acquiring a new fire engine. Second by Commissioner Storey.<\/p>\n<p>Approved unanimously.<\/p>\n<p>January incident reports were distributed:<\/p>\n<ul>\n<li>Fire Department: 152 incidents<\/li>\n<li>Police Department: 676 incidents<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<h3><strong>Finance &#8211; Commissioner Kays<\/strong><\/h3>\n<p>No payroll for approval.<\/p>\n<p>&nbsp;<\/p>\n<h4><strong>Purchase Order Approved<\/strong>:<\/h4>\n<ul>\n<li>#00591 &#8211; Adobe Acrobat Subscription &#8211; $265.07 Approved unanimously.<\/li>\n<\/ul>\n<h4><strong>Resolution #26-01 &#8211; Pay Resolution:<\/strong><\/h4>\n<p>Addition of Amy Greenwood, Building Clerk, $22.00\/hour ($45,760.00 annually).<\/p>\n<p>&nbsp;<\/p>\n<p>Motion by Commissioner Kays. Second by Commissioner Cockrum. Approved unanimously.<\/p>\n<p>&nbsp;<\/p>\n<h3><strong>City Attorney<\/strong><\/h3>\n<p>No updates.<\/p>\n<p>&nbsp;<\/p>\n<h3><strong>Public Affairs &#8211; Mayor Messersmith<\/strong><\/h3>\n<p>Mayor noted the heavy workload across departments during January inclement weather. No purchase orders.<\/p>\n<h3><strong>Airport Farm Lease<\/strong><\/h3>\n<p>Attorney Malkovich reported a resignation from the current lessee due to health issues. Approximately two years remain on the lease term.<\/p>\n<p>Motion to advertise and bid the airport farm property by Commissioner Cockrum. Second by Commissioner Storey.<\/p>\n<p>Approved unanimously.<\/p>\n<h2><strong>Special Use Permit &#8211; 1204 Anna Street<\/strong><\/h2>\n<p>Application submitted by Abby Reiger to own and occupy an existing single-wide mobile home. Zoning &amp; Planning Commission recommended approval.<\/p>\n<p>Motion by Commissioner Cockrum to approve. Second by Commissioner Storey.<\/p>\n<p>Approved unanimously.<\/p>\n<h2><strong>Public Comment<\/strong><\/h2>\n<p>John Owens commented regarding discussion of a city administrator and expressed that citizens should vote on the matter.<\/p>\n<p>Matthew Harrison provided an update on FAA approval for airport runway lighting improvements and noted this would complete the planned upgrades.<\/p>\n<h2><strong>Executive Session<\/strong><\/h2>\n<p>Motion by Commissioner Kays to enter Executive Session for:<\/p>\n<ul>\n<li>(b) Discussion of possible and\/or pending litigation<\/li>\n<li>(c) Discussion or possible appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel for the public body to determine its<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p>Second by Commissioner Cockrum. Approved unanimously.<\/p>\n<p>&nbsp;<\/p>\n<p>Entered Executive Session at 5:33 p.m.<\/p>\n<p>Motion to return to regular session by Commissioner Kays. Second by Commissioner Storey.<\/p>\n<p>Approved unanimously.
